District Council

Commissioners

Jim Briggs – Commissioner/Chairman (Zone 2)

I am Jim Briggs, a 1983 graduate of Homedale High School. I attended the University of Idaho, where I earned a degree in Crop Science with a minor in Entomology. Currently, I farm alongside my son, Garret Briggs, and am transitioning into a semi-retired lifestyle. Since 2016, I have served as a driver for the Marsing Ambulance service and am currently a commissioner and ambulance driver for Marsing Ambulance Emergency Medical Service District.

Giving back to the community is a priority for me. My involvement in various organizations, including coaching, the Marsing Lions Club, agricultural committees, and MAEMSD, reflects this commitment. In my free time, I enjoy UTV riding, scuba diving, gathering with close friends and traveling to Maui, Hawaii with my lovely wife Muriel to visit my daughter Deidrie.

Cindy Howarth – Commissioner/Secretary-Treasurer (Zone 1)

I’m Cindy Howarth and I’ve been with Marsing Ambulance since December of 2015. I’ve had a lifelong desire to be a nurse and to help others. I worked as a CNA in high school and I started as an LPN and worked in the Treasure Valley. When widowed as a young mom (with children ages 5, 9, and 12), I continued my education and acquired an Associate RN degree and finally, a bachelor’s degree in nursing. I worked 30 years in clinics, hospitals, and public health settings. I retired in 2015 to care for my elderly parents.

As a nurse and a lifelong resident of Owyhee County, I want to contribute to the health of our community. It’s important to provide reliable, skilled emergency response and care for the patrons in our community and I’m proud of the Chief and crew that represent Marsing Ambulance.

I enjoy crafts, reading, camping and travel. Family is foremost to me. I’m married, have 3 grown children and 4 fabulous grandchildren.

Ted Blackstock – Commissioner (Zone 3)

My name is Ted Blackstock. I am a commissioner for the newly formed ambulance district. I have been on the ambulance company board since 2016. I am a fourth-generation cattle rancher.

My hobbies include anything to do with ranching, livestock, and my family

I have been on Owyhee Cattlemen’s board of directors and served as president in 1992-93. I am a member of the Owyhee Rural Fire Protection District. I have served on Owyhee County Natural Resource Committee, appointed by the County Commissioners, since about 1994.

The reason I joined the ambulance district was to show my appreciation for all the help we received during the Soda Fire in 2015. I believe in neighbors helping neighbors.

My kids, grandkids, and friends hold a special place in my heart.
